The Law guarantees rational use of soil, healthcare and protection of the environment, as it gives impetus to the organic production in Ukraine, arranges favourable conditions for production and consumption of organic produce, and forms a comprehensive system of organic sector development in Ukraine. The Law sets the principles of the governmental policy and the fundamentals of organic production; determines the authorities of administration bodies; fixes the general requirements for production, processing and sale of organic produce.
The President of Ukraine believes that despite the constitutional requirement for the legislative regulation of legal principles of entrepreneurship, and competition rules (item 8 of part 1 of article 92 of the Constitution of Ukraine), the law fails to introduce comprehensive legislative regulation of entrepreneurship in the sphere of organic production, and regulate delineation of authorities between the executive bodies in this sector.
The Committee supported the President´s motion and recommends the parliament to reject the Law.
